Recently I have been phoning people who had not renewed their membership and have been saddened by the number of people who have been put off learning Esperanto and remaining as members of our association by just a few of our linguistic experts. When I said to one of these lapsed members that we had been suffering from 'elitism' he said I had hit the nail on the head. He compared it to a climbing club, whose more expert members always decided to hold their A.G.M. at the top of a particular difficult mountain. To complaints that this was not fair, the reply was, well, build up your strength and skills, and who knows, one day you also may be able to climb the mountain and join in making decisions about how our club is run. You can see how this attitude is still here in EAB by reading two of the letters in the last issue. One of them distorts my views by saying " ...it is very regrettable that an officer of EAB should put about the view that E. is in some way unsuitable for discussing serious matters...". This is incorrect. What I have said is that no member of EAB should be disadvantaged from taking part as a member of the Management Committee and prevented from discussing serious matters and participating in decision making.

As we go to press, the appointment of David Kelso as the new Director of Development of the Association has just been finally confirmed, to take effect from week commencing 19 February 2001. This part-time post is "based" at Wedgwood Memorial College, Barlaston, although the arrangements there will be somewhat improvised until relocation of the Office from Ipswich is effected.
David is a mere 55 years young and has been a member of the movement since he learned Esperanto as a teenager. A founder-member of JEB, he created and led ESEo (Edinburga Studentaro Esperantista) in the 60s, was runner-up in the Oratora Konkurso in Madrid in 1968 and a key player in organising the TEJO Congress in Edinburgh in 1971. Thereafter, he was somewhat distracted by career, family (three children) until normal service was resumed during, the 1990s. He is presently a member of the Glasgow Society, has been involved with the Edinburgh Group for the past couple of years and is a committee member of the Scottish Esperanto Association.
During his sabbatical from active duty, David pursued a successful career in industry, education and the civil service, latterly as HM Chief Inspector for Post-School Education in Scotland for seven years. Last year he accepted an offer of early retirement to allow him to spend more time with his correlatives. Although a Scot by birth and conviction, he has had a long-running love affair with Southern Italy, particularly Calabria, which may go some way to explain his Esperanto pronunciation!
We all wish him well in his new post and look forward to meeting him at the AGM and as he works his way around the federations and groups , etc.

NOTES.
Aspekti/ŝajni. The commonest usage (following Zamenhof) is aspekti bonE, but ŝajni bonA. Lavmaŝino is always correet, but in earlier Esperanto we did not have aŭtomato, which we can now use for automatic mechanisms without the user having to be present. The modern washing machine is therefore well expressed by lavaŭtomato. Lavaŭlomatejo serves laundrette. Similarly kafaŭtomato is a coffee machine, and veka teaŭtomato is a teasmaid. We can also use aŭtomata in such expressions as aŭtomata gesto (an unconscious gesture), aŭtomata respondo (a mechanical reply) etc.

I am at present Vice President of EAB, Chair of the Publicity and Library Sub-committees and Editor of the EAB Web site. I have been President of the Scottish Movement and am currently Secretary of Scottish Esperanto Association. I possess the Diploma of EAB. ! am optimistic concerning Esperanto in the UK if we continue intelligent modernisation of the Association; and address all matters, including education, in a professional manner, while never losing our idealism. The move to Wedgwood Memorial College provides an unique opportunity to re-launch Esperanto, and establish a firm connection with informal adult education. It will require several years to work out the implications of this move. Finally, while not ignoring the traditional, I feel that the electronic World is a natural place for Esperanto activity.

I have been involved with Esperanto since the mid 1980s, and on the Management Committee of EAB since 1997. My other Esperanto activities include translating, interpreting, editing for Monato and contributing to the new edition of P!V. I see the future of EAB as follows. In the short term, EAB must concentrate on setting up efficient procedures for its main functions: responding to enquirers with attractive material, membership administration, publications, book service. Once these procedures are established and working well it will be possible to launch more ambitious projects, such as real membership and publicity campaigns, from that base. The move to Barlaston has been distracting our attention for longer than anticipated. However, the end seems now to be in sight. As guardian of the Butler Library, one of the world's major Esperanto collections, EAB has a duty to preserve this material for future generations. I hope that in Barlaston it will possible to turn the collection back into a useful research and educational library, with an Internet catalogue.

After an earlier, unsuccessful contact with Esperanto, I met with the enthusiasm of Les Hartridge. It was then that I completed the 'Free Postal Course' and became involved with the South East Federation, the London Club, and the Wedgwood Summer Schools. Visits to British Congresses were encouraging. Though only lately did I feel supported so I can make full use of Esperanto. In addition, I now seek to assist everyone presently involved with Esperanto. I have been in touch with the southern federations to provide contact and support. The re-organisation needed after the sale of 140 Holland Park Avenue, is something I fully support and will do all in my power to see it is successful. To extend the influence of Esperanto we need to convince all of our present and future contacts that E.A.B. is both enthusiastic and efficient. These contacts, especially those in science, construction and commerce must be shown the economic and financial advantages to be realised by using Esperanto for the speedy and error free transmission of intelligence between themselves and their foreign contacts. I look forward to your support.

I wrote for information about Esperanto in 1951. Nothing received encouraged me to learn it although all the material said how easy it was to learn. It was only some 22 years later, when I saw its practical use in Poland, that I realised what t had lost and almost immediately plunged into a lot of travel to overseas international holidays and organised 'Esperanto Holidays Association' because I hadn't manage to persuade B.E.A. to have a holiday section. The lesson I learned was that, if we want Esperanto to advance, we must always stress the practical uses of Esperanto in world communication and to practise what we preach. If elected to the Management Committee I will always press that our emphasis must be in providing recruiting material which stresses the values of Esperanto and not so much about the ease of learning it, although that must not be ignored. Coupled with this emphasis, we must provide more help to beginners to take part in international holidays, to have pen friends, to join 'Pasporta Servo' both as hosts and as guests. We must also aim our publicity more at the younger age ranges.

I have been an Esperantist now for approximately 8 years and have found my knowledge and use of the language invaluable, especially when I have travelled abroad whether it be on an Esperanto holiday (like Poland where many different nationalities came together) or working (I regularly visited the Copenhagen Esperanto Group when I worked in Denmark) to having Esperanto visitors stay at my home (from Japan to Germany to Chile!) This has been my first year as a member of Mancom and as I put myself forward for re-election, I hope it will not be my last. Being part of a team that can help cultivate Esperanto in Britain is a great opportunity and I thoroughly enjoy helping make decisions that bring Esperanto into the 21st Century. I am 26 years old and a Law Student at Huddersfield, and am also a member of the Territorial Army. These different social circles give me a wide spectrum with which to spread Esperanto!

My adventure with Esperanto started in 1974 when as a secondary school student I went to evening classes organised by Wroclaw Esperanto Club. A few years later I finished a course for Esperanto teacher in Esperantotur in Bydgoszcz, then course for Esperanto tourist couriers. I also finished two courses of Cseh method: the first grade during the Warsaw Universal Congress and the second one in Bialystok. I was teaching in the evening classes in Wroclaw Esperanto Club and students groups at the Technical University of Wroclaw, were I worked. I gave a few talks and taught using Cseh method also during a few international youth Esperanto meetings in Hungary, Germany, Italy and maybe somewhere else. I was a helper during the Warsaw Congress and the Krakow Youth Congress in 1987. In late 80's I was a leader of a student Esperanto group at the university and a chairman of two New Year International Esperanto Youth Meeting: one for 70 people and one for 160. Then I got married to an Englishman thanks to Esperanto and settled in Britain. In 1996 I was a programme organiser in the British National Congress in Saffron Walden.

The London Esperanto Service, which normally meets on the second Sunday of each month, has moved its date forward in April to the 1st April so that anyone interested in attending it who may be staying over in London at the time of the AGM can do so. The service is held at Hinde Street Methodist church, W1. just off Wigmore Street and Oxford Street (nearest Underground: Bond Street) and starts at 3.15pm; it lasts for about an hour and we usually have tea and a bite to eat afterwards in the church hall. David Bisset has kindly agreed to speak at the service.
Dr. Rainer Kurz has had to cancel because of unforeseen circumstances. At short notice Dr. Marjorie Boulton has agreed to lecture on the Saturday morning. Her theme will be: the Contribution of William Auld to Esperanto Literature.
Members who are staying overnight in London will perhaps wish to know that there are numerous inexpensive hotels in Gower Street, Bloomsbury, which is near the AGM venue and the London Club. Try, for example, Jesmond Hotel, Arran Hotel, Ridgmount Hotel, Cavendish Hotel and Langland Hotel.

In the summer of 1606 the visit to England of Queen Anne's brother, King Christian IV of Denmark, was the signal for the entire court to embark upon a stupendous drinking bout. Sir John Harrington penned a grotesque account of a masque that followed a banquet given in honour of the King by the Earl of Salisbury. The lady chosen to play the main role of the Queen of Sheba was so inebriated that when the moment came for her to present King Christian with rich offerings, she fell on top of him, spilling her gifts in his lap. King Christian himself proved incapable of staying upright and had to be led to a bedroom, where he collapsed in an alcoholic stupor. The masque continued in his absence, but the remainder of the cast were in a scarcely better state, for some had been rendered speechless by drink, others were 'sick and spewing', and at least one became involved in an unseemly brawl.

A series of weekend courses for beginners is being planned. Three are scheduled for the year 2001 and we hope to hold them in different parts of the country so as to reduce travel costs.
May 25th to 27th at Wedgwood Memorial College, Barlaston, Staffs. The weekend starts with evening meal of the Friday at 6.pm and will finish with lunch on the Sunday. The cost is from £60. The standard of the food is 'three star' !
October 5th to 7th at Naturefriends Hostel, Brighouse Yorkshire. At this weekend we will be self-cooking communally. This has the advantage that it reduces the price and you will learn a lot of cooking terms in Esperanto! Cost will be about £45. Holiday Leaflet. EAB office has just produced a leaflet about various holidays which are suitable for beginners and intermediates. Some are in Britain but mainly in France, Germany and Poland. All are moderate in cost and not too expensive in travel costs. The leaflet asks people who might be interested in travelling to any of them to tick them and return with their names so that the office can put 'interesuloj' in touch with each other so as to make common travel arrangements. Phone or write to the office for a free copy.
Turisma Esperanto Kalendaro 2001. The office has just a few copies of a 28 page catalogue of world travel offers from Monda Turismo based in Bydgoszcz, Poland. First come first served.
Universala Kongreso, Zagreb. A free leaflet which gives advice on travel and/or accommodation has been produced by EAB office. Phone or write for a copy.
Youth Corner. Two issues of Tramp, organ of the Pola Esperanto-Junularo have reached us. It is an interesting publication for teen-agers with also details of cheap Esperanto holidays for the young. The Association is an unincorporated organisation governed by its constitution. The objects of the Association are to advance the education of the public in the international language Esperanto.
Structure and Organisation of the Association: The trustees are the members of the Management Committee (ManCom) of Esperanto-Asocio de Britio (EAB) elected by the Annual General Meeting to serve until the end of the next AGM. They convene six times a year. Those elected in April 2000 were: Edmund Grimley Evans (President); Eric Walker (Hon. Secretary); Fraser Dunbar (resigned June 2000); David Bisset (Vice-President); Joyce Bunting (Hon. Treasurer); Grazyna Mitchener; William Walker (Minutes Secretary); Fennel Waters; Frank Spilsbury. Committees, Sub-Committees and Task forces: The Management Committee has appointed groups and individuals to carry out specific tasks, requiring feedback to ManCom. Full details of this and the individuals concerned was published in EAB Update. The Sub-Committees consist of one or more ManCom members plus other co-opted persons. Associated Organisations:
British Esperanto Association (Inc.) Limited (BEA) is now dormant. The members consist of the trustees of EAB plus one life member, and the Company Secretary. Currently the three BEA directors are also trustees of EAB.
Scottish Esperanto Association is in consultative relations with EAB. It was restructured in 1997 and its members are encouraged to belong to EAB also.
The Esperanto Teachers' Association (ETA) is also a Registered Charity and separately funded by its members. It carries out educational projects on behalf of EAB with financial assistance from EAB.
Universala Esperanto-Asocio (UEA) is the world (parent) organisation in Rotterdam.
Junularo Esperantista Brita (JEB) is an independent organisation dedicated to arranging and running youth-oriented Esperanto events. EAB will provide some funding, on a discretionary basis, where JEB events overlap with EAB's aims for promoting Esperanto. 'Junior" members (under 18) receive an Esperanto-language young person's magazine, currently "Juna Amiko", which is funded by EAB.
Group Five has independent funds to support initiatives which may benefit Esperanto.
Norwich Jubilee Esperanto Foundation (NoJEF) is a charitable foundation which makes grants to encourage young people to attend Esperanto courses and congresses.

Review of the Year 1999/2000
Membership 598. Previous year 639.
Staff and Volunteers
One part-time office worker was employed at the Esperanto Office in Ipswich during the year. All other administrative work has been performed unpaid by Trustees and local volunteers. Special thanks are due to Doreen Dunbar who helped with bookkeeping until June 2000.
Paul Hewitt was appointed interim Director of Development (part-time) for a trial period of six months. He reported fully to the AGM in April 2000. His experience will bear on the choice of a permanent Director.
Education
Separate co-ordinators were appointed this year for the paid correspondence courses and Free Postal Course. Their tasks are to accredit tutors, allocate students, compile statistics and authorise tutor payments. 13 students succeeded in examinations at various levels. 2 diplomas were awarded to advanced students. A number of students were studying postal courses.
Promotion of Esperanto in Africa by means of correspondence courses and educational materials is paid from the "Afrika Fonduso" set up in memory of John Brownlee. Irene Bennett, Douglas Kershaw and Rosalind Walter have done this work.
A newsletter to young students of the "Urso-Kurso" has been prepared and sent quarterly by Angela Tellier.
Federations Co-ordinators for the Federations were appointed. Frank Spillsbury is responsible for the area south of the River Trent and Fennel Waters for north of Trent. A Federation News page has been introduced in EAB Update. An annual budget for Federation support will be agreed. From this, a £1 capitation allowance will be allowed to Federations who request it and send an annual report to ManCom. Further financing for local action may be agreed in advance by applying to the trustees.
Publicity
An annual budget for the Publicity Committee is agreed with ManCom, and further expenditure on viable projects may be authorised. The policy of the committee is to communicate a general and positive knowledge of Esperanto, and to encourage people to learn the language. The Committee has responded to suggestions and criticisms from members and refuted misinformation about Esperanto.
The Association's website has been updated with current news and educational material - a valuable source of information to members and enquirers alike. Advertisements have appeared in selected magazines, and the response monitored.
Butler Library
A Library Committee has been set up in preparation for the move to permanent quarters. This is formulating a policy for restructuring the Butler Library, including acquisitions. It will have an annual budget, to be agreed by ManCom. Geoffrey King, the Honorary Librarian, is continuing to sort and catalogue books from his home.
British Esperanto Weekend in Appleby in Cumbria
This weekend, where the Annual General Meeting of the Association took place at Easter, was a successful event in a delightful location. Thanks are due to the local committee who organised it all and persuaded the local council to name a new road "Esperanto Way".
Publications
During the year the EAB published La Brita Esperantisto, our predominantly Esperanto-language journal, only once. Bill Auld, the editor, retired and the decision was taken to suspend publication pending a review of EAB's publications policy. EAB Update our predominantly English-language newsletter, increased in frequency and page count and has become a multi-page bi monthly newsletter, incorporating some Esperanto elements from the old journal. As an interim measure, EAB negotiated a bulk subscription to an international (Esperanto-language) journal, la Ondo de Esperanto.

Year 2000 Century change: A precautionary review of the computer system proved effective, and the Association suffered no loss of data or facilities as a result of the computer century change (the so-called "millennium bug").
New Premises: Plans for the new Library and Office at Barlaston were agreed, but despite strenuous efforts, there have been long delays over the contract between EAB and the local authority at Stoke on Trent.
Bookshop: The stock of books has been examined and further reductions made by discarding old and un-saleable material. The remainder has been re-valued. A purchasing and pricing policy has been agreed.
Financial Affairs
The constitution on EAB reads: "4.5 The Management Committee shall have the power to provide for any property belonging to the Association to which the Association is entitled to be vested in at least two Trustees nominated by the Management Committee."
Reserves and investment policy
1 The new premises shall be paid out of the net proceeds from the sale of 140 Holland Park Avenue.
2 What remains shall be termed the "Capital Fund" and invested to provide income and growth to sustain the aims of the Association.
3 The "Ora Libra" capital which was raised in 1976, shall be added to the "Capital Fund".
4 The investments shall be spread over two or more reputable charity investment companies.
5 The investments shall be regarded as long term. Capital growth should exceed inflation.
6 The performance of the investments shall be monitored and reviewed at least every two years. Advice from fund managers should be sought.
7 When considered by the trustees to be advisable, equity shares shall be sold to raise extra funds if income becomes insufficient.
Investment position at 31st October 2000
Capital Fund: Proceeds from the sale of 140 Holland Park Avenue have been invested to produce income and growth. The money has been spread between three fund managers during different periods to reduce risk, thus:
The trustees have been asked to consider ethical or socially responsible investments for the last tranche. The Charity Commission has only this year approved such investments as suitable for registered charities.
The investment units are already providing income which may be used or stored in the Deposit Account gaining interest until required.
John Brownlee Endowment: The endowment principal is £56,858. The terms of the legacy were that it should be invested to provide income. After discussions with Charity Commission and investment managers, the money was removed from deposit accounts and invested 50/50 in income and growth units at Charities Aid Foundation (CAF) in April 2000. This should ensure that the longer term value of the legacy is retained.
Houghton Publicity Fund: Value of the fund at 31st October 2000 £36,728. This is the value of the invested legacy left by Mr Houghton plus unused interest.
Houghton Library Fund: Value of the fund at 31st October 2000 was £22,767. This is the value of the invested legacy left by Mr Houghton to be used for the Library plus unused interest. Management policy is to use this fund to furnish the new library. After that an annual budget will provide for running expenses and new book purchases for the Butler Library.

Investments should be seen as long term. The first year does not show much growth.
Designated funds These are amounts "set aside" for specific purposes.
1 The Maintenance Fund became unnecessary when EAB sold the London property. The value was added to Unrestricted Funds.
2 The All Federation Fund has been the subject of discussion, and as a result this fund was closed at 31st October 2000, and the balance added to Unrestricted Funds. The trustees will make budget provision for Federation support as outlined above.
Legacies: Amounts totalling £10,951 have been received this year from the estates of Mr N Page, Miss I Tritton, Mrs J Campbell, Mrs H le Huray and Mr E A Ashcroft.
General
Simplification of accounting practices has followed internal audit. Personal accounts were scrutinised and closed, after consultations with members. Paul Hewitt took over the task of Agent for overseas magazines, and members may pay him direct. The small commissions due to EAB on this service were deemed subject to VAT, following an inspection by Customers and Excise, which made the service scarcely profitable. Negotiations with UEA have enabled members to pay UEA direct with the Stirling cheques for UEA membership, Universala Kongreso and purchases.
